As part of the UK government’s drive to increase corporate transparency and tackle economic crime, identity verification (IDV) has become a legal requirement under the Economic Crime and Corporate Transparency Act 2023 (ECCTA).

But as the new system rolls out, scammers are also taking advantage of the confusion – targeting directors and business owners with fraudulent emails requesting personal documents.

The Scam Risk: What’s Happening

Some directors have reported receiving emails claiming to be from GOV.UK, Companies House, or courier companies. These messages ask the recipient to send identification documents as part of the identity verification process.

They may look official – but they are not. GOV.UK has confirmed that they will never ask you to send ID documents via courier or email. All identity verification must be completed directly through an Authorised Corporate Service Provider such as Virtual Company Secretary Ltd or via the GOV.UK One Login system.

What Is Identity Verification?

Identity verification is a core part of ECCTA’s reform agenda. It is designed to strengthen trust in the UK company register, reduce the use of false or fraudulent identities, and support enforcement against economic crime.

Under the new rules, individuals associated with companies must verify their identity with Companies House. This includes directors, people with significant control (PSCs), and anyone filing documents on a company’s behalf.

Key Implementation Dates

The system is being introduced in phases:

  • From 8 April 2025, identity verification became available on a voluntary basis. Directors, PSCs, and others can begin verifying their identity now and receive a unique verification code.
  • From 18 November 2025, IDV becomes mandatory for certain actions, including company incorporations, confirmation statements, and the appointment of new directors or PSCs.
  • By Spring/Summer 2026, identity verification will be required for anyone filing on behalf of a company – including administrators, secretaries, and third-party agents.
  • By 17 November 2026, full compliance will be required. Individuals who have not verified their identity will not be permitted to act for a UK entity, and continuing to do so may result in criminal penalties.

How to Complete Identity Verification

There are two ways to verify your identity.

The first is to complete the process yourself via GOV.UK One Login, using a UK passport or driving licence, proof of address, and a live selfie during the submission. Once verified, you’ll be issued a unique code that must be used for future Companies House filings.

The second option is to appoint an Authorised Corporate Service Provider (ACSP) to manage the process for you. This is where we come in.

Why This Matters

Failure to verify on time will be a criminal offence. Directors and PSCs who continue acting without proper verification may face fines, disqualification, or other enforcement action. In addition, companies risk delays, rejected filings, and reputational damage if they miss deadlines.

Identity verification is not just a formality. It’s a fundamental shift in how UK companies are regulated – and the responsibility sits squarely with directors and those managing filings.
